How to Choose a Book Publisher, Seller or Distributor

Before purchasing books or entering into a publishing arrangement, check the supplier's identity, catalogue, edition and ISBN details, prices, delivery commitments, return policy and invoice. For institutional orders, request written quotations and verify applicable tax treatment and contract terms.

Indian Laws and Official Resources for Book Businesses

Copyright Act, 1957: Section 14 describes the exclusive rights comprising copyright, including reproduction and issuing copies of a work. Section 51 sets out circumstances in which copyright is infringed. Authors, publishers and booksellers should confirm permissions for reproduction and distribution. Read the Copyright Office of India and the India Code legislation portal.

Consumer Protection Act, 2019: Section 2(7) defines a consumer, while Section 2(47) defines an unfair trade practice. Consumer-facing booksellers should provide accurate descriptions and comply with applicable consumer protections. See the National Consumer Helpline.

Central Goods and Services Tax Act, 2017: Section 9 provides for the levy and collection of central GST on taxable intra-State supplies, subject to the Act. Tax treatment varies by product and classification; printed books and other printed materials should not be assumed to have identical rates. Check current notifications on the CBIC GST portal and registration guidance on the GST portal.

Legal Metrology Act, 2009: Where packaged commodity requirements apply, businesses should review the Act and the Legal Metrology (Packaged Commodities) Rules, 2011, including applicable declarations and exemptions. See the Department of Consumer Affairs.
