Startup Cost of a Legal Help Profession in India
Starting a legal help office requires a practical budget for premises, computers, furniture and day-to-day operations. The legal permissions depend on whether the activity is regulated legal practice by an advocate or non-advocacy administrative support.
Office Space and Basic Requirements
A small legal help office may begin with approximately 150 square feet or more, depending on staffing, client meetings and local premises rules. This is a planning assumption, not a statutory minimum. Expenses can include office rent and deposit, a computer, secure document storage, internet, furniture, utilities and professional software.
Estimated Startup Cost by Location
The following figures reproduce the indicative location-wise budget ranges from the original business estimate. They are not verified 2026 market quotations and should be checked against actual rental, equipment and staffing costs before investing.

Legal Requirements for Providing Legal Help
Advocates Act, 1961
Section 29 recognises advocates as the class of persons entitled to practise the profession of law. Section 30 addresses the right of advocates enrolled on a State roll to practise, subject to applicable law. Section 33 generally restricts practice before courts and specified authorities to enrolled advocates, except where law provides otherwise. Section 35 deals with disciplinary proceedings for professional or other misconduct. These provisions distinguish legal representation from clerical or administrative assistance.
Persons offering legal advice or representation should assess the applicable advocate-enrolment and professional-conduct requirements; describing an activity as a "legal help business" does not itself authorise unqualified practice. See the India Code legislative database and the Bar Council of India.
Legal Services Authorities Act, 1987
Section 12 identifies categories of persons eligible for legal services, subject to statutory conditions. Section 13 concerns entitlement to legal services where the authority is satisfied that a prima facie case exists. Statutory legal aid is administered through the relevant legal services authorities; opening a private office does not make it an official legal aid centre.
For official legal aid information, visit the National Legal Services Authority (NALSA).
Business Registration and Tax Compliance
The appropriate structure may be a sole proprietorship, partnership, LLP or company, subject to professional restrictions where advocacy is involved. For eligible entities, company or LLP filings are handled through the Ministry of Corporate Affairs. GST registration and tax treatment depend on the actual services supplied, turnover, recipient and applicable exemptions or reverse-charge rules; consult the GST portal and current notifications. Local shops-and-establishments, municipal, employment and data-protection obligations may also apply.
How to Prepare a Realistic Project Budget
- Choose the service model and confirm whether an enrolled advocate must deliver the service.
- Estimate the premises deposit, monthly rent, furniture, computers and secure recordkeeping.
- Allow for research subscriptions, cybersecurity, communication and professional indemnity coverage where appropriate.
- Budget for staffing, statutory registrations, taxes and at least several months of operating expenses.
- Check local demand, expected fees and client acquisition methods permitted by professional rules.
Frequently Asked Questions
Is 150 square feet mandatory for a legal help office?
No. It is an illustrative small-office planning size, not a general statutory floor-area requirement for legal practice.
Can a non-advocate open a legal documentation service?
Administrative or document-support activities may be possible, but they must not cross into activities reserved for qualified legal practitioners. The scope of services and applicable law require individual assessment.
Are the startup cost figures fixed by the government?
No. They are indicative historical planning ranges, not official fees or guaranteed current investment requirements.
